JOB SUMMARY:

Under direct supervision of the Director of Developmental Services,ensure compliance with safety codes and standards. This is accomplished by enforcing codes and ordinances, researching new legislation, developing ordinances, defending code and ordinance interpretations to the Zoning Board of Adjustment and Building Standards Commission, conducting field inspections, conducting commercial and residential plan review, informing citizens and clients of codes and ordinances and interfacing with other City employees and citizens. This position provides direction to other employees and/ or contractors. Develops programs and supervises the development of department budgets. Performs related duties as required.

REQUIRED EDUCATION, DEGREES, CERTIFICATES AND OR LICENSES:

  1. Bachelor’s Degree in Architecture, Engineering, Construction management or a related field and five years of progressively responsible experience performing plan review and inspections as a code official, four of which should be related to management and two of which should involve managing a successful customer service environment. Associate’s Degree and combination of certificates and experience may be considered. 
  2. Any combination of related education, experience, management experience, certifications, and licenses may be accepted. 
  3. Ability to use Microsoft Word, Excel, and PowerPoint. Must be able to use an electronic tablet.
  4. Ability to utilize a variety of data sources to include records management systems, general ledger systems, monthly financial reports, City policies, and other sources as needed. 

LICENSES OR CERTIFICATES:

  1. Must have a valid driver’s license and maintain a good driving record in accordance with the driving standards of the City of Kaufman.
  2. Must have a State of Texas Licensed Plumbing Inspector Certification.
  3. Must have Electrical Inspector Certification through the ICC
  4. Preferred certification through the ICC as a Certified Building Official or have the ability to obtain within 18 months of employment.

JOB SUMMARY:

JOB SUMMARY: 

Under general supervision of the Director of Development Services, oversees the completion building inspections in residential and commercial field inspections for code and ordinance compliance and enforcement. Reviews plans for compliance with designated codes and ordinances administered by the Development Services Department for purpose of issuing permits. This position will assume duties of the Building Official in her/his absence. Performs other duties as assigned. Must be responsible with regular, on-time attendance. 

EDUCATION / TRAINING/ EXPERIENCE:

  1. Must have High School Diploma or GED. 
  2. Must have 3 years prior experience in construction field with preferred experience in municipal inspections and plan review
  3. Associate’s Degree and combination of certificates and experience may be considered. 

LICENSES OR CERTIFICATES:

  1. Must have a valid Driver’s license 
  2. Must possess a valid State Plumbing Inspector License from the Texas State Plumbing Board or have the ability to obtain one in 6 months 
  3. Must possess 2 ICC certifications from the following categories: Residential Building Inspector; Commercial Building Inspector; Residential Electrical inspector; Commercial Electric Inspector; Residential Plumbing Inspector; Commercial Plumbing Inspector; Residential Mechanical Inspector; or Commercial Mechanical Inspector
  4. ICC Certification of Residential Combination Inspector or Commercial Building Plans Examiner preferred

REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES 
High School Diploma or GED; Texas Drivers License, Class C minimum, Class A.C.D.L. preferred; driving record must be satisfactory to the City of Kaufman, Standards for employee motor vehicle/equipment operator.

EXPERIENCE, TRAINING, KNOWLEDGE AND SKILLS:

Knowledge of water distribution, wastewater collection maintenance, repair and installation; knowledge to install water and sewer taps; knowledge of safety regulations to work with hand tools and equipment; experience in working safely with various types of equipment including pumps, generators, backhoes, dump trucks, tapping machines, valve wrenches, hand wrenches, hand and power saws, hammers of various sizes, shovels, drain spades and sewer cables. Must be able to obtain a Grade D water distribution and a Class I certification as mandated by the appropriate state agency within one (1) years of employment.

Knowledge of street maintenance, repair and minor construction; Experience in operating various equipment such a riding and push type lawn mowers, tractor mowers, weedeaters, etc.; experience in working safely with various types of equipment including pumps, generators, backhoes, dump trucks, hand wrenches, hand and power saws, hammers of various sizes, shovels, drain spades and rakes.
