PROGRAM DESCRIPTION

The Planning Division implements the long-range Comprehensive Plan and Thoroughfare Plan goals and objectives through zoning, subdivision and variance applications.  Provide development information through handouts, pamphlets, the Developer’s Guide and the City’s web site. Maintain and update the City’s Zoning Map, Future Land Use Map and Thoroughfare Plan.  Enhance economic development by providing annexation, zoning, and platting administration.  Liaison roles include supporting the City Council, Planning and Zoning Commission, the Board of Zoning Adjustment, the Building Standards Commission, the Kaufman Economic Development Corporation (KEDC), the Fire and Public Works Department.  The division has regulatory responsibility for Building Inspections, Code Enforcement, Consumer Health, and Economic Development in the City and ETJ.

The City of Kaufman takes cash, checks and money orders.  Visa and Master Cared are accepted, but there is a 5% sur charge on all fees.

The City of Kaufman adopted the current Comprehensive Plan in 1999.  A Comprehensive Plan serves as guide to ensure that as the size and population characteristics grow and change over time, the community continues to develop in a manner which reflects the objectives and values of the property owners, decision-makes and citizenry.  The Comprehensive Plan focuses primarily upon the community’s physical form and environment, it is closely tied to socioeconomic factors, as well, in many ways, the physical layout and design of the community affect the daily lives of those who live and work within it.

A Comprehensive Plan serves as a long range guide for the future growth, development and redevelopment of the City.  It includes future land use plans, thoroughfare plans, parks plans, annexation plans, and capital improvements programming (water, sewer, and streets) and growth management.  It serves as guide to City Council and the Planning and Zoning Commission on zoning and development decisions and serves as a basis for future capital expenditures for public facilities. 

By taking a proactive approach to growth and development, the City can prepare for these changes and can maximize future benefits for its residential neighborhoods while maintaining a viable business and economic environment.

The City of Kaufman has had a Comprehensive Plan since 1980, with a second Comprehensive Plan being adopted in 1999, and a new Comprehensive Plan being adopted later this year.

In 2007 the City of Kaufman received a $45,000 grant award from the Texas Office of Rural and Community Affairs to develop a new Comprehensive Plan and the City had to contribute $15,000 to complete the grant.  Mr. Tim Glendening, of Tim F. Glendening & Associates, serves as the City’s Comprehensive Planning Consultant as a part of the grant. 

The Planning and Zoning Commission have been working with Mr. Glendening to develop the future land use plan which serves as the base for the water, sewer, and street plans.  The Planning and Zoning Commission, City Staff, and Mr. Glendening, have been working on the future land use map since May 2008.  The Planning and Zoning Commission held their first public hearing on March 2, 2009.  They held a joint workshop with City Council on April 6, 2009 to review their findings to date and to receive some feed back from Council on their proposals.    A second public hearing with the Planning and Zoning Commission is scheduled for May 6, 2009 at 6:00 pm in the City Council Chambers.  The first public hearing for the future land use map with City Council is scheduled for May 18, 2009 at 6:00 pm in the City Council Chambers.  The numerous meetings, workshops and public hearings for the Commission and Council give them the opportunity to hear from the public to incorporate needed changes and to discuss and consider other ideas and options for future land uses and for the other plans.  Once the future land use plan is somewhat finalized, the Planning and Zoning Commission will begin to review the water, sewer, and street plans, the park plan and the annexation plan.  All of the Planning and Zoning and City Council meetings regarding the Comprehensive Plan are open to the public.
